English speaking cities in SE Asia (other than Philippines)? Empty English speaking cities in SE Asia (other than Philippines)?

Are there any cities or regions in SE Asia (other than the Philippines) where english is spoken to a reasonable extent? Including 2nd or 3rd tier cities.

Singapore comes to mind.  I also found that Malaysians in Kuala Lumpur speak English widely.
